You must have a Payments role with the "Delete Refund" permission in order to be able to delete refunds. This permission is turned OFF for the users in customized Payments roles by default. To delete a refund: Click the Id of the refund that you want to delete. On the Refund Detail page, confirm that the refund is in a delete-able status, Cancelled, Error, or Voided. Click more and select Delete this refund.
